The Demise of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from various governments. Considerable effort is devoted on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capacity provided through current data. From vantage locations, defense planes that had been deployed to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through partner states. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly becomes resigned acknowledgment: perhaps the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.

Persistent Threats

Not long after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – most likely imported technology. Sadly, the bullets missed the hostile drone – it maintained course toward its objective.

Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, continue.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration works based on a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is impossible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does minimal to deter Moscow, through statements or actions, from believing that the current condition will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its favour.

Present Conditions

Factually, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
